Board of Education Approves 2023-24 Budget and Certifies Tax Levy

The Board of Education held its annual budget presentation and public hearing for the 2023-2024 school year budget on Tuesday, October 24, 2023, in the Sheboygan Area School District Administrative Services Building at 3330 Stahl Road. 

Following the presentation, the Board of Education voted to approve the 2023-2024 budget in the amount of $165,922,071.50 and certification of the property tax levy in the amount of $34,327,087.

The Sheboygan Area School District received a 1.9% increase in state aid. This is good news for local taxpayers because increases in state aid go towards local tax levy relief. (It’s a common misperception that increases in state aid increase the amount of revenue to the District.)

The SASD mill rate has DECREASED for the last nine years, including an 11.6% decrease in this year’s rate. The tax rate decreased to $6.09 per $1,000 of property value. (rate varies by municipality)

It’s important to note that over $6 million of the SASD $34 million tax levy is used to fund the Wisconsin private school voucher program. By law, this amount will be deducted from the state aid received by the District. This is a $1,605,660 (34.8%) increase from the previous year.This increase is driven by the state law changes made to the per pupil funding for voucher schools. Private schools receive an average of $12,173 per student while the SASD receives less per pupil at $11,116.In contrast, the SASD’s portion of the tax levy has decreased by 2.7% from last year. The SASD tax rate would be even lower if public schools did not have to tax for private voucher schools.

The Sheboygan Area School District holds an Aa2 credit rating on the Moody's scale, showcasing our commitment to fiscal responsibility. Moody’s report states that the SASD credit position is very good and that the Aa2 rating is stronger than the median rating of Aa3 for US school districts. Moody’s also references a healthy financial position and a small debt burden for SASD.
